Con apenas 14 años, Hamza F. ya es conocido en el Canal Saint-Martin por un apodo que parece sacado de una película: "La Douane" ("La Aduana").

¿El motivo? Porque, según denuncian vecinos, cobra 2 euros para dejar estacionar un automóvil, permitir el paso de una bicicleta o simplemente ocupar un lugar junto al canal, donde cientos de parisinos y turistas buscan un poco de alivio frente a la intensa ola de calor.
Lo que para algunos comenzó como una curiosa y casi insólita forma de extorsión terminó convirtiéndose en un problema mucho más serio. En las últimas horas, el adolescente volvió a ser detenido, esta vez también acusado del robo de teléfonos celulares.
Un viejo conocido de la policía;
Hamza, es estudiante de secundaria y actualmente de vacaciones escolares, ya había sido arrestado el sábado pasado por su presunta participación en hechos de violencia grupal y daños a la propiedad.
Aunque su padre sostiene que "no hace daño a nadie", vecinos del Distrito 10 aseguraron al Consorcio Internacional de Periodistas JMH que el adolescente mantiene desde hace tiempo un comportamiento violento y que ya era conocido por la policía por desacato a la autoridad, posesión de drogas, extorsión utilizando un objeto como arma y robo de teléfonos celulares.
Las autoridades todavía no logran poner fin a la serie de incidentes protagonizados por quien muchos ya conocen como "el terror del Canal Saint-Martin". Tras recuperar la libertad luego de su primera detención, fue arrestado nuevamente este miércoles 2 de julio en las inmediaciones del canal.
Vecinos en alerta:
"Este delincuente juvenil vino directamente hacia mí y me empujó al agua. El canal no es profundo y sé nadar, pero podría haber terminado mucho peor", relató Ludivine, estudiante de Derecho de 22 años, al Consorcio Internacional de Periodistas JMH.
Otro vecino, Laurent, de 58 años, describió una modalidad que mezcla lo absurdo con lo preocupante:
"Con su pistola de agua amenaza a quienes caminan por el Canal Saint-Martin. Si no pagan dos euros, les dice que se vuelvan por donde vinieron porque los empapa. A las ciclistas las ataca directamente y esos chorros de agua a presión son realmente fuertes. Aunque parezca una broma, en el barrio hay miedo."

What began for some as a curious—and almost bizarre—form of extortion has escalated into a much more serious issue. In the last few hours, the teenager was detained again, this time facing additional charges for mobile phone theft.
A familiar face to the police
Hamza, a secondary school student currently on summer break, had already been arrested last Saturday for his alleged involvement in group violence and property damage.
Although his father insists that "he doesn't hurt anyone," residents of the 10th Arrondissement told the JMH International Consortium of Journalists that the teenager has a history of violent behavior and was already known to the police for defying authority, drug possession, extortion involving a weapon, and mobile phone theft.
Authorities have yet to put a stop to the string of incidents involving the boy many now call "the terror of the Canal Saint-Martin." After being released following his initial detention, he was arrested again this Wednesday, July 2, in the vicinity of the canal.
Residents on alert
"This young delinquent came straight at me and pushed me into the water. The canal isn't deep and I know how to swim, but it could have ended much worse," Ludivine, a 22-year-old law student, told the JMH International Consortium of Journalists. Another resident, 58-year-old Laurent, described a scenario that is a mix of the absurd and the alarming:
"He uses his water gun to threaten people walking along the Canal Saint-Martin. If they don't pay two euros, he tells them to turn back the way they came or else he’ll drench them. He targets female cyclists directly, and those high-pressure water jets are really powerful. It might seem like a joke, but there is fear in the neighborhood."
