Acuerdo Estados Unidos - Arabia Saudita. ¿Tendrán capacidad nuclear los saudíes?

El presidente de Estados Unidos, Donald Trump, anunció que Washington y Arabia Saudita alcanzaron un acuerdo de cooperación en materia de energía nuclear civil, una iniciativa que la administración calificó como un paso clave para fortalecer los vínculos estratégicos y comerciales entre ambos países.

U.S. President Donald Trump announced that the United States and Saudi Arabia have reached a civil nuclear cooperation agreement, a deal the administration described as a major step toward strengthening strategic and commercial ties between the two countries.

El Departamento de Energía de Estados Unidos describió el acuerdo como "histórico" y señaló que empresas estadounidenses suministrarán tecnología nuclear al reino. Según el organismo, el pacto incluye un acuerdo suscrito bajo la Sección 123 de la Ley de Energía Atómica de 1954 —conocido como "acuerdo 123"— junto con un convenio bilateral complementario de salvaguardias.

"Estos acuerdos reflejan el compromiso compartido de nuestras dos naciones de fortalecer las relaciones comerciales entre Estados Unidos y Arabia Saudita, generando prosperidad en nuestro país y seguridad para nuestros aliados en el extranjero", afirmó el secretario de Energía, Chris Wright.

Wright agregó que los acuerdos cumplen "con los más altos estándares de seguridad nuclear y no proliferación", y destacó que se sustentan en tecnología y desarrollo científico estadounidenses.

Algunos medios estadounidenses informaron que el entendimiento permitiría a Arabia Saudita enriquecer uranio en su propio territorio, en lugar de depender exclusivamente de combustible nuclear importado desde Estados Unidos. Las autoridades estadounidenses no confirmaron públicamente ese aspecto del acuerdo.

El Departamento de Energía calificó la iniciativa como una asociación multimillonaria de largo plazo e indicó que el texto será sometido a la revisión del Congreso.

El Tratado sobre la No Proliferación de las Armas Nucleares (TNP) no prohíbe el enriquecimiento de uranio con fines civiles. Sin embargo, el uranio altamente enriquecido puede utilizarse para la fabricación de armas nucleares, por lo que ese proceso permanece bajo un estricto régimen internacional de controles y salvaguardias.

Israel es ampliamente considerado el único país de Oriente Medio con un arsenal nuclear, aunque mantiene una política de ambigüedad y no lo ha confirmado oficialmente.

La administración Trump sostuvo que el acuerdo impulsará el empleo en Estados Unidos, reforzará los estándares internacionales de no proliferación y consolidará la asociación estratégica entre Washington y Riad.

U.S. President Donald Trump announced that the United States and Saudi Arabia have reached a civil nuclear cooperation agreement, a deal the administration described as a major step toward strengthening strategic and commercial ties between the two countries.

The U.S. Department of Energy called the agreement "historic," saying American companies will provide nuclear technology to the kingdom. According to the department, the deal includes an agreement under Section 123 of the Atomic Energy Act of 1954—commonly known as a "123 Agreement"—along with a complementary bilateral safeguards agreement.

"These agreements reflect our two nations' shared commitment to strengthening U.S.-Saudi commercial relations, creating prosperity at home and security for our allies abroad," Energy Secretary Chris Wright said.

Wright added that the agreements meet "the highest standards of nuclear safety and non-proliferation" and are built upon U.S.-developed nuclear technology and scientific expertise.

Some U.S. media outlets have reported that the agreement would allow Saudi Arabia to enrich uranium domestically rather than rely exclusively on nuclear fuel imported from the United States. U.S. authorities have not publicly confirmed that aspect of the arrangement.

The Department of Energy described the accord as a long-term, multibillion-dollar partnership and said it will now be submitted to Congress for review.

The Treaty on the Non-Proliferation of Nuclear Weapons (NPT) does not prohibit uranium enrichment for peaceful purposes. However, highly enriched uranium can be used to produce nuclear weapons, making the process subject to strict international safeguards and oversight.

Israel is widely believed to be the only country in the Middle East possessing a nuclear arsenal, although it maintains a policy of ambiguity and has never officially acknowledged it.

The Trump administration said the agreement will support U.S. jobs, strengthen global non-proliferation standards and reinforce the strategic partnership between Washington and Riyadh.
