In a survey conducted by the World Organization Bullying Without Borders in South Korea between February 2025 and February 2026, with 25,400 students surveyed, elementary school students reported the highest levels of bullying on record, with 20 percent stating they had been bullied. Among high school students, 11 percent felt harassed in class.
Record bullying at all levels: While 90 percent of universities cancel the enrollment of students with a history of bullying, the World Organization Bullying Without Borders has been able to verify that at least 10 percent of all students—from elementary school through high school—reported having been victims of bullying, making the situation an explosive record for bullying.
The statement from the South Korean Ministry of Education:
“Elementary school students tend to be more sensitive to bullying, which leads to a higher response rate,” an official from the Ministry of Education told Bullying Without Borders. “We will continue to strengthen support for building a fair and educational response system to school violence and provide comprehensive and personalized support to victims,” concluded the Ministry of Education official.
Bullying in South Korea manifests primarily as verbal harassment, accounting for 50 percent of all reported cases. This is followed by group bullying at 20 percent, both in the form of physical aggression and the “silent treatment” (a concept developed by BSF that involves isolating someone from the group), sexual violence at 20 percent, and physical violence at 10 percent.
Cyberbullying will be the subject of the next Bullying Without Borders report on South Korea.

El bullying se manifiesta en Corea del Sur principalmente en el acoso verbal que se lleva el 50 por ciento de todos los casos denunciados, sigue con un 20 por ciento el acoso grupal, tanto en modo de agresión como en modo 'ley del hielo', un concepto creado por BSF y que consiste en aislar a alguien del grupo, el 20 por ciento en violencia sexual y un 10 por ciento en violencia física.
